COVID-19 - Policy Updates
- COVID-19 Related Leaves and Job Protection Guidance for Policy-Covered and Represented Staff Employees - Revised 10.13.2020. The SHR COVID-19 guidance has been updated along with the EPSL/EFML forms.
- The UCR Covid-19 Staff Q & A is a resource for UCR staff to get information and policy updates regarding the campus impact from the COVID-19 including: Paid Administrative Leave, Telecommuting/Parking and Students and Other Part-Time Employees.
Recent UCOP and UCR HR policy updates:
- June 2020 the Local Procedure 20 on Recruitment and Promotion was revised to provide guidance to the campus on the revised limitation on limited appointments and request form for limited appointments that may exceed 700 hours in a consecutive 12-month period.
- May 2020 the Local Procedure 2.210 on Maximum Vacation Accrual was revised to provide guidance to the campus on the revised business process to request to exceed maximum vacation accrual limits.
On April 21, 2020, UCOP released revisions to the following policies and guidelines:
- PPSM-20: Recruitment & Promotion and Contracting for Services Guidelines. The revisions were made to align the policy and guidelines with the requirements of Regents Policy 5402 (Policy Generally Prohibiting Contracting for Services) and Article 5 of the AFSCME Collective Bargaining Agreement.
- PPSM-50: Professional Development & PPSM-82: Conflict of Interest - both policies went through technical reviews and each policy was revised with updated web links and typographical amendments including updating the scope and policy summary sections.
- Guidelines on Recruitment Through the Use of Social Networks - the guidelines went through a technical review in consultation with the Office of General Counsel and Systemwide Talent Management. Revisions include updated web and document links and typographical amendments.
- Guidelines on Student Note Takers - the guidelines went through a technical review in consultation with UC Office of General Counsel and systemwide Compensation Programs & Strategy. Revisions include updated web and document links and typographical amendments.
- BUS-43 Purchases of Goods and Services; Supply Chain Management - policy which is managed by Procurement. The policy was updated to include changes related to the new Regents Policy 5402 (Policy Generally Prohibiting Contracting for Services). On September 16, 2019, UCOP released the revised BFB-RMP-7, Protection of Administrative Records Containing Personally identifiable Information policy. The policy revision was undertaken to eliminate policies that are no longer needed; clarify the roles of Privacy Officials, Records Management Coordinators, and Information Practices Coordinators; and align policy with the UC Statement of Privacy Values. Additionally, the revisions align RMP-7 with the newly revised IS-3, Electronic Information Security Policy, which covers all electronic information that needs to be secured.
Effective, May 16, 2019, the University of California revised Personnel Policies for Staff Members (PPSM)-63: Investigatory Leave to clarify the responsibilities of both the employee and university during the investigatory leave process. The policy was also reformatted with the addition of two new sections: Section III.B - Circumstances When Investigatory Leave May Be Warranted and Section III.C - Written Notice.
UCR Campus Policy 650-85: Volunteer (without salary) Appointments was revised on August 9, 2019.
Local Procedure 3: Types of Appointments (Limited) and Local Procedure 3: Types of Appointments (Partial-Year) were revised and published on March 22, 2019.
Local Procedure 3: Types of Appointments (Contracts) was revised and published on March 21, 2019.
Local Procedure 20: Recruitment and Promotion was updated and published on February 13, 2019 to include the following:
- Organizational units will be authorized to approve limited appointments for a duration of less than three months or less than 500 hours in any 12 consecutive months. Units must ensure compliance and communication to departments and appointees regarding these parameters.
- Limited appointments designated for a duration of less than three months or less than 500 hours in any 12 consecutive months are exempt from the requirement to competitively recruit.

Proposed and actual changes will also be posted on the Human Resources (HR) website at: hr.ucr.edu.
